Other CABs for SQLCE3.5 can be found here:

For Windows Mobile, use the "wce500" directory.
For Pocket PC 2003 and earlier, use the "wce400" directory.


Note:
1. Install "sqlce.ppc.wce5.armv4i.CAB" if only core drivers are required. This should be installed first.

2. Install 'sqlce.replc.ppc.wce5.armv4i.CAB" for replication with SQL Server. This is a useful install.

3. Install "sqlce.dev.ENU.ppc.wce5.armv4i.CAB" for Query Analyzer. This is optional.


According to VS2008 Service Pack 1 DVD download, it was supposed to include the SQLCE35 SP1.
However, this is not true. For Windows Mobile, SQLCE35 SP1 is only available on the web, and the MSI
must be installed separately.

This must be installed if you want VS2008 SP1 to be able to manage the SQLCE35 SDF files on Windows Mobile devices.
